JOB DESCRIPTION

Develop, review and update current financial SOPs of SAAC periodically, with reference to the policy and SOP from the Group.

Budget forecast, budget tracking and monitoring the budget variance.

Manage relevant government grants, funding (e.g. Community Silver Trust) and prepare necessary financial or statutory reports within the stipulated timeline

Ensure proper recording of accounts and regular review of financial statements
(Fixed Assets register, monthly reconciliations of bank, accounts receivables, 
accounts payable and other account analysis)

Ensure prompt month end closing and timely submission of financial reports to 
Head Office (for Group Consolidation and statutory reporting)

Ensure compliance with statutory laws, audit and GST reporting in accordance to good governance of the organisation

Comply with Singapore Financial Reporting Standards

Responsible for implementation of internal control processes

Responsible for both internal and external audits and certifications. (required by MOE, NCSS, SG Enable etc)

Develop and maintain effective working relationships with staffs, auditors, bankers
and statutory organisations

Identify areas for improving financial efficiency

Prepare the 12- month cash flow projection to ensure sufficiency of funds for operations for submission to CEO.

Ensure that the Norm cost for students and their subsidy information are accurately maintained in the Student Client Management System.

Ensure accurate and prompt billing of school fees using the Student Client Management System and the interfaced to the Accpac Accounts Receivable module.

Check the Electronic Fund Transfer file prepared by the finance executive before file is uploaded to DBS Ideal bank portal for collection of school fees via GIRO deductions.

Ensure prompt collection of school fees by having regular reviews of the Accounts Receivable listing with the Principal and the social work team.

Ensure proper record of donations received and work with the Group finance for the issuance of tax donation receipts.

Monitor and report on the usage of restricted funds or donations for needy students.

Work with the HR department to ensure prompt recording of payroll payments, accrual for bonus and unconsumed leave in the accounting system.

Overall in charge of ensuring the Procure-To-Pay process is in order. Review the recording of invoices and approve payment file prepared by finance executive
before submission to the bank portal.

Prepare and present the financial statements at the School Management Council Meetings held quarterly.

Maintain the bank signing mandate for the school as approved by the Board.

Handle enquiries on finance matters from Parents, Vendors and the various ministries.

Coach and supervise the finance executive.

Any other duties as may be assigned from time to time.

JOB SPECIFICATIONS:

Recognized degree or professional qualification in Accountancy or equivalent.

Minimum 3 years relevant working experience in financial and management
accounting background

Familiar with Charity Act, Code of Governance for Charity and Singapore Charities
Accounting Standard will be an advantage

Conversant in MS Office Applications

Experience in Navision/ ACCPAC will be an advantage

Meticulous and able to work with minimum supervision

A team player with good communication and interpersonal skills
